What is the meaning of "ha'Mekanei Atah li"?

What is the gist of the latter half of the Pasuk?
Ramban, R. Bachye #1 (on Pasuk 28), Seforno and Rosh (in Pasuk 28): In response to Yehoshua's acccusation - Refer to 11:28:1:5, Moshe was saying that Hashem placed His Spirit on them and they prophesied directly. Would that Hashem should rest His Shechinah on all the people (and not from his Atzilus - Seforno)!
R. Bachye #2: 'Would that the time arrived (the era of Mashi'ach) when all of Yisrael will be prophets - when the Yeitzer ha'Ra will become nullified and jealousy obsolete'. 1
Targum Yonasan: 'Is it because they are prophesying that I will die and that you will succeed me, that you are being zealous on my behalf?'
As the Navi writes in Yoel 3:1 and in Yeshayah 11:9. See R. Bachye, who supports this explanation based on two Pesukm in Tehilim 1"7 & 53:7.
