What do we learn from "Machlekos Yehudah l'Vinyamin"?

Rashi: They were divided here and there in Eretz Yehudah and Binyamin. Malbim - the prefix Lamed applies also to Yehudah. Since they could not live in their inheritances far from Yerushalayim, they dwelled among Yehudah and Binyamin; they built Chatzeros around Yerushalayim (12:29).
2.
Ibn Ezra: They dwelled in the districts of Yehudah, until Binyamin.
