The Yud at the end of Evili makes it an adjective, like the Yud in Achzari. This refers to Melech Hurdus, who was a slave from Beis Chashmona'i. He stood against them and killed them. He took a wife from them, and conducted his kingship with lunacy. He killed his wife and children, and did many evils in Yisrael. Targum Yonasan is 'prophesize about a foolish leader.'
