Rashi citing Targum Yonasan: It is Batei Kenesiyos, which are second to the Beis ha'Mikdash. Radak - they distanced from the big Mikdash, Mikdash Hashem, in His land ? I will be for them a small Mikdash in the Batei Kenesiyos in which they gather to pray to Me. I will be with them and hear their voice, and save them from their enemies; they will not eradicate them. Also, "v'Kibatzti Eschem" (17).

What is the grammatical form of "Mikdash Me'at"?

Radak #1: In accurate texts there is a Patach under the Dalet, for Mikdash is Samuch to Me'at. Me'at is not an adjective, rather, a noun.

2.

Radak #2: In some texts there is a Kamatz under the Dalet (Mikdash is not Samuch). Me'at is an adjective.
