Why does the Torah write specifically "Shok ha'Terumah" and "Chazeh ha'Tenufah"?

Ramban: Because the Shok was separated to give to Hashem together with the Lechem and the Chalavim, it is called Terumah (See above, 7:14); 1 whereas the Chazeh differed from the Basar only by virtue of the Tenufah, which rendered it Kadosh to be given to Moshe.

Moshav Zekenim: The Shok is called 'Terumah', because Moshe raised and offered the calf of the Shelamim ram (8:25 & 28).

Oznayim la'Torah: Refer to 7:32:3:2.

Ramban: And since the Kohanim merited the Chazeh ve'Shok Shelamim from now and onwards, it always says Shok ha'Terumah and Chazeh ha'Tenufah, even though also the chest is waved.

What is the meaning of "Al Ishei ha'Chalavim"?

Rashi: The words need to be inverted, as if it had written "Al Chelvei ha'Ishim", to teach us that, when waving, the Chalavim are underneath the Basar..

Ramban: "Ishei" is in fact, a description of the Chalavim 'the fire-offerings of the Chalavim'. 1

Since all Korbanos are called 'Ishim' (whether they go on the Mizbe'ach or not - See R' Chaval's footnotes) - like we find in Shoftim Devarim, 18:1 "Ishei Hashem ve'Nachalaso Yocheilun" (Ramban).

Seeing as, when they brought all the parts for waving, (See 7:30), the Chalavim were on top, how were the Shok and the Chazeh on top when they performed the Tenufah ?

Rashi: Refer to 7:30:2:1.

Ramban: Although the switch is automatically understood from the Pasuk, the Pasuk is not coming to teach us that; it is coming to teach us that the Shok and the Chazeh are given to the Kohanim because the waving sanctified them.

Why does the Torah repeat the fact that the Shok and the Chazeh are given to the Kohanim?

1.

Ramban: To teach us that they are given to the Kohanim because the waving sanctified them.

Seforno: To teach us that the Kohanim receive the Shok and the Chazeh only after the waving has been performed. 1
