Shalach [and Ever, in the coming verse] were mentioned above (18). Why are they mentioned here again?

'Rashi', Radak: Above they were listed amidst Bnei Shem. Now they are listed due to Avraham's honor (to show his lineage).

2.

Malbim: Now it returns to discuss the Segulah. Initially, only individuals were Segulah. From Noach until Avraham, some were themselves Segulah, e.g. Shem and Ever, Others were proper for Segulah to come from them, e.g. Terach, like the Kuzari said (refer to 1:1:2:3).
