Rashi: That was before his Tefilah. Now he repeats it after his Tefilah.
Why did he say "Avadecha ha'Chafatzim Leyir'ah Es Shemecha"?
Malbim: Do not say that only before they deserved wonders. Also now, the Tefilos and deeds of Your servants who want to fear Your name, they warrant wonders!
What success does he request?
Rashi: The king will fulfill my request.
Why did he say "l'Avdecha ha'Yom"?
Rashi: He requested this for himself.
Who is "ha'Ish ha'Zeh"?
Rashi: The king.
Why does it say "Mashkeh l'Melech"?
Rashi: This is like "Mashke Melech Mitzrayim." This is like I explained (Ezra 2:63, from Yerushalmi Kidushin 4:1) that Nechemyah is called ha'Tirshasa, for Chachamim HiTiRu (permitted) him to drink (SHeSe) Yayin Nesech 1 of Goyim; he gave to the king to drink.
Malbim: He explains that "ha'Ish ha'Zeh" is the king.
Ibn Ezra and our texts of the Yerushalmi say only [Stam] Yayin of Goyim, but not Yayin Nesech. (PF)
