Malbim: This was Hashgachah. Also, he knew that the king will not see them until the end of the time (three years), and they request a test of only 10 days. If he sees harm after 10 days, he will cease giving to them Zero'im. He did not know that the king is adamant about Pas Bag ? he just wants them to be healthy! If they are healthy via simple foods, he did not transgress the king's command!
