Why does it say "Karasi va'Tema'eni"?
Malbim: I said that they should repent due to my rebuke. Chachmah calls and argues with people, and calls to the heart and pours its Ru'ach on them - "Abi'ah Lachem Ruchi" (23). The powers of man's Nefesh are prepared to receive the laws of Chachmah, and the heart feels the Ru'ach of Chachmah that fills all houses of the Nefesh, and the whispers to hear its voice. Even so, it refuses to hear this calling!
Why did he stretch his hand?
Rashi: It was to hint to them to veer to me, like a man who gestures to his friend with his hand, and stretched his hand to him [to show that] he should come to him.
Malbim: This corresponds to "Odi'ah Devarai Eschem" (23) - the punishment for transgressing Chachmah. Stretching the hand hints to striking - "va'At Es Yadi Alayich va'Ashchisech" (Yirmeyah 15:5). I wanted you to return to the ways of Chachmah due to fear of punishment, but "no one hearkens."
