What do we learn from "Chachmos ba'Chutz Taronah"?

Rashi: The Chachamim of Torah shout b'Chutzoseha to warn you to turn to them. Chutzoseha are Batei Midrash.

R. Yonah: This Parashah discusses reward and punishment. One should put this to his heart and constantly fear Hashem. Yir'as Hashem precedes learning Chachmah, therefore this Parashah precedes the next, which warns to learn Chachmah. One whose fear of sin precedes his learning, his learning endures (Avos 3:12). The Dagesh in the Nun in Taronah is to beauty the word, like "Mikedash Hashem" (Shemos 15:17; normally, there is no Dagesh in the Kuf). It is singular feminine; the plural is "Teranenah" (71:23). The grammatical form is like "Sesubenah" (Bereishis 37:7). Ba'Chutz is in the market, like "mi'Chutz ha'Ofim" (Yirmeyah 37:21), "v'Chutzos Tasim Lecha v'Damesek" (Melachim I, 20:34).

R. Yonah: This refers to Torah, which contains the Chachmos. Those who rebuke speak in the name of the Torah, as if it says the words.

Malbim: After the father begins to teach the laws of Chachmah to his young son, Chachmah is revealed little by little, and increases level after level. The verses list four levels, one after the other. First it sings outside, in back of the houses, where people are not found, only infants and people of the Chatzer. Also refer to 1:20:2:3, 1:21:2:1, 1:21:3:1.

Why does it say also "Rechovos Titen Kolah"?

Rashi citing Tanchuma: Rechovos is where they spread [Torah].

R. Yonah: People normally gather in the streets of the city and markets. Those who rebuke should make their words heard to the Rabim. [The verse begins in the plural (Chachmos), and ends in the singular (Titen Kolah), like "Banos Tza'adah" (Bereishis 49:22).

Malbim: These are the wide places in front of the houses where adults of the Mavuy are found. Titen Kolah is more than Rinah, which is singing to oneself; here, he intends that others hear. First [Chachmah] will be revealed to individual youths in back of houses, and afterwards more, to the point that one who expounds will makes his voice heard in front of houses, to adults.
