Why does it specify the officers and Bnei ha'Melech?

Radak: They oppress the poor, for they have the power. They will fall to the sword on Yom Zevach - "va'Yishchat Melech Bavel Es Bnei Tzidkiyah l'Einav v'Gam Es Kol Sarei Yehudah Shachat b'Rivlasah" (Yirmeyahu 52:10).

Malbim: They will be killed first in Galus Yechanyah, and after in Galus Tzidkiyah.

What is "Yom Zevach"?

Radak: The day of the Churban.

What is "Malbush Nochri"?

Rashi: It is ornaments of Nochrim.

Radak citing his father: When they saw any man over whom they had power, wearing nice clothing, they would steal it and wear it.

Radak citing Ibn Ezra: This applies to every [Yisrael]; one may not wear the haughty clothing of Nochrim.

Radak #1: Some say that it is clothing of idolatry.

Radak citing Targum Yonasan: All those who clamor to serve idolatry.

Radak #2: Some say that it is those who portray themselves to be very pious and wear clothing unlike commoners, so they will be recognized that they are pious, and their ways are evil.

Malbim: Appointees of the king were distinguished via special clothing, like the custom of the officers of the bordering nations.
