Why does it say "v'Ha'avadti Chachamim me'Edom"?

Radak: There were Chachamim in Edom. At the time of their calamity, their Chachmah was lost.

Malbim: This teaches that the Churban of Edom at the end of days will be unlike previous Churbanos via Nebuchadnetzar and Hurdos. The previous Churbanos left Chachamim and Giborim.

What is "Har Esav"?

Rashi (21, citing Targum Yonasan): It is the great city of Esav. Malbim - it is a metaphor for the capitol - Romi.
