What do we learn from "uv'Leches ha'Chayos Yelechu ha'Ofanim"?
Malbim: After explaining the quality of the Ofanim, now it explains their connection to the Chayos, how the Chayos move them. There are three ways; two of them are natural. (a) There is natural movement every day, from east to west. It is the fastest motion. (b) Each has its own orbit from west to east. Some go around in a month, some in a year, and some in 30 years 1 . This movement has cessations - sometimes it seems to stop in the middle of its orbit. 'Sometimes [the moon] comes slowly, and sometimes it comes quickly' (Rosh Hashanah 25a). (c) There is movement via Hashgachah. Hashem changes its natural motion. E.g. "Shemesh b'Giv'on Dom" (Yehoshua 10:12; he told the sun to stop, and Hashem fulfilled this), Hashem took two stars from Kimah and brought the flood (Brachos 59a), or He ceases the star's power. The Chayos move the Ma'arachah in all these three ways. "Uv'Leches ha'Chayos" is the natural daily orbit. They go, and the Ofanim go to them. Refer to 1:19:2:2.

Over what land do they elevate?
Rashi: Over the ground of the Raki'a. This is like Targum Yonasan - from below to above.
Malbim: When the Chayos elevate above the natural order of the Ma'arachah, to conduct of Hashgachah 1 , the Ofanim are elevated from natural conduct to conduct of Hashgachah.
Malbim: Conduct of Hashgachah is called Hisnas'us; natural conduct is called Halichah.
