"'L'Chol Chayas ha'Aretz, u'l'Chol Of ha'Shamayim u'l'Chol Romeis Al ha'Aretz...." Why does the Torah omit the fish?

Oznayim la'Torah: Because the main diet of fish is fish smaller than themselves - and Hashem did not want to attach His Name to any form of cannibalism (even though that is the nature of fish and they cannot be taken to task for it).

2.

Because they subsist on roots of whatever grows and earth, and no specific Berachah is necessary.
