אמר רב שמואל בר יצחק, שלשה עשר זמן קהילה לכל היא ולא צריך לרבויי.	Rav Shmuel bar Yitzchak answers, Surely we do not need a source to allow the 13th. It was the day of assembly for everyone! (Rashi - When Yisrael took vengeance from their enemies; R. Tam - they gathered to fast and pray.)
