Why was Keri'ah instituted only for the cities in the region of Yehudah? What is the definition of "a state of destruction"?

Does one tear Keri'ah over the city of Yerushalayim nowadays?

What is the source that one does not repeat Keri'ah if he has already seen these locations of Churban within the past 30 days?

8) Missed Opportunity -

If one did not tear while in the presence of the Churban, should he still tear the garment later on? If he did not tear that day at all (e.g., it was Shabbos or Yom Tov), should he tear the next time he visits, even within 30 days?

What else should one do and say when one sees Yerushalayim in a state of destruction?
