The Three Weeks

תלמוד בבלי מסכת בכורות ח:	Bechoros 8b
אייתו ליה תרי ביעי, אמרו ליה הי דזגתא אוכמתי והי דזגתא חיוורתי? אייתי להו איהו תרי גביני, אמר להו הי דעיזא אוכמתי והי דעיזא חיוורתי?	[The elders of Athens] brought two eggs to him, and asked which of them came from a black hen, and which from a white hen. R. Yehoshua brought two cheeses to them, and asked which of them came from a black goat, and which from a white goat.

... על דרך שאמרו בשמעתין, תרנגולת לכ"א יום, וכנגדו בלוז, ואמרינן שרמז ירמיה מַקֵּל שָׁקֵד אֲנִי רֹאֶה (יר' א:יא) שהם כ"א יום מי"ז בתמוז עד ט' באב, והם רמזו לו ימים אלו בזוגיתא אוכמתא על שם הגלות...	As stated above, chicken eggs are born after 21 days; likewise the Luz tree [ripens fruit after only 21 days after blossoming]. Yirmeyah (1:11) says "An almond-staff do I see" - he hints to these 21 days between 17 Tamuz and 9 Av. The elders alluded to these days as "black eggs," referring to [the darkness of] exile...

שולחן ערוך או"ח סימן תקנא	Shulchan Aruch OC Siman 551
ב. מראש חודש ועד התענית.... אין נושאים נשים ואין עושין סעודת אירוסין, אבל ליארס בלא סעודה מותר, ואפילו בט' באב עצמו מותר ליארס, שלא יקדמנו אחר. הגה: ונוהגין להחמיר שאין נושאים מי"ז בתמוז ואילך, עד אחר ט' באב.	2. From Rosh Chodesh Av until the fast ... we do not wed women, and we not make a meal of Eirusin (bertrothal), but Eirusin without a meal is permitted. Even on Tishah b'Av itself, it is permitted to betroth so that another does not precede him. Rama: Our custom is to be strict that we do not wed from the 17th of Tammuz and on, until after Tishah b'Av.
ד. ... הגה - ונוהגין להחמיר מתחלת ראש חודש לענין כיבוס, אבל תספורת נוהגים להחמיר מי"ז בתמוז.	4. ... Rama: Our custom is to be strict beginning from Rosh Chodesh regarding laundering, but as for haircutting our custom is to be strict from the 17th of Tamuz.
יז. טוב ליזהר מלומר שהחיינו בין המצרים על פרי או על מלבוש, אבל על פדיון הבן אומר, ולא יחמיץ המצוה (וכן בפרי שלא ימצא אחר ט' באב, מותר לברך ולאכלו בין המצרים).	17. It is proper to be careful not to recite the She'hecheyanu blessing during the Three Weeks, on new fruit or clothing. But on a Pidyon Haben it is said, and we do not miss the Mitzvah. (Likewise for a fruit that will not be available after Tishah b'Av, it is permitted to recite the [She'hecheyanu] blessing and eat it during the Three Weeks).
יח. צריך ליזהר מי"ז בתמוז עד ט' באב שלא לילך יחידי מד' שעות עד ט' שעות (משום שבהם קטב מרירי שולט); ולא יכו התלמידים בימים ההם.	18. One must be careful from the 17th of Tammuz until the 9th of Av, not to go walking alone from the 4th to 9th hour of the day, (because then Ketev Meriri is empowered). We do not hit students on these days.
