Laws of Public Fasts

שולחן ערוך או"ח סימן תק"נ	Shulchan Aruch OC Siman 550
א. הכל חייבים להתענות ארבע צומות הללו ואסור לפרוץ גדר. הגה: מיהו עוברות ומיניקות שמצטערות הרבה, אין להתענות; ואפילו אינן מצטערות, אינן מחוייבות להתענות אלא שנהגו להחמיר; ודוקא בג' צומות, אבל בט' באב מחוייבות להשלים (כדלקמן סי' תקנ"ד סעיף ה').	1. All are obligated to fast on these four fast days, and it is forbidden to 'break the fences' (by not fasting) Rama: However, those who are pregnant or nursing, who are in much discomfort, do not fast. And even if they are not in discomfort, they are not obligated to fast, rather their custom is to be strict. This applies specifically to the 3 fasts, but on Tishah b'Av, they are obligated to fast the complete day (see Siman 554 Se'if 5).
ב. צומות הללו, חוץ מט' באב, מותרים ברחיצה וסיכה ונעילת הסנדל ותשמיש המטה, ואין צריך להפסיק בהם מבעוד יום.	2. On these fasts, with the exception of Tishah b'Av, one is permitted to wash, anoint, wear shoes, and have marital relations. And it is unnecessary to cease eating when it is still day.
ג. כל ד' צומות הללו אם חלו להיות בשבת, נדחין לאחר השבת. הגה: ואם חלו בערב שבת, קורים בשחרית ומנחה ויחל ... (ועיין להלן סי' רמ"ט סעיף ד' אם משלימין התענית).	3. All four fasts, if they fall on Shabbos, are pushed to after Shabbos. Rama: If they fall on Erev Shabbos, we read (as usual) in the morning and afternoon the section of Vay'chal ... (see Siman 249, Se'if 4 as to whether one completes the fast).
ד. בשבת קודם לצום מכריז שליח צבור הצום, חוץ מט' באב וצום כפור וצום פורים ... (ומנהג האשכנזים שלא להכריז שום אחד מהם).	4. On Shabbos before the fast, the Chazan announces the fast - except for Tishah b'Av, Yom Kippur, and Ta'anis Esther. (But the custom of Ashkenazim is not to announce even one of the fasts).

משנה ברורה סימן תקמט ס"ק ג	Mishnah Berurah 549:3
(ג) בהם - מי שטעה ואכל בהם, מכל מקום צריך להשלים התענית אחר שאכל, דמי שאכל שום יחזור ויאכל שום? ואם צריך להתענות יום אחר, עיין לקמן סימן תקס"ח ס"א ובמ"ב שם:	One who mistakenly ate on these fast days must nevertheless complete the fast after having eaten... As for whether he must fast a different day (to compensate), see 568:1 with Mishnah Berurah.

משנה ברורה סימן תקנ	Mishnah Berurah 550:1
(א) ואסור לפרוץ גדר - רצונו לומר, אף על גב דמסקינן בגמרא דבזמן דאין מצוי גזירות עובדי כוכבים על ישראל תלוי הדבר ברצון ישראל דהיינו אם רצו רוב ישראל והסכימו שלא להתענות בהג' צומות הרשות בידן, כתבו הפוסקים דעכשיו כבר רצו וקבלו עליהן כלל ישראל מדור דור ואסור לפרוץ גדר:	It is forbidden to 'break the fences' - Meaning, although the Gemara concludes that when the is no decree of Shemad, ... if the majority of the Jewish people were in agreement not to fast on the three fast days, they may do so - nonetheless the Poskim write that nowadays the Jewish people is already in agreement, and have accepted upon themselves [the fast] throughout the generations, and one must not break that fence.

FAST DAYS

1) The Evening Before -

Does the significance of a fast day begin at dawn, when we stop eat eating, or from the night before? What are some practical ramifications?
