Why is the date for the Yom Tov of Shavuos left ambiguous in the Torah?

ZEMAN MATAN TORASEINU
The Torah tells us to observe Shavuos on Day 50 from the Omer (which nowadays is 6 Sivan). But the Gemara (Shabbos 86b, 87b) implies that the Torah was only given on Day 51 - which to one opinion was 7 Sivan! As such, how do we refer to Shavuos as "Zeman Matan Toraseinu"?
