The Kollel replies:

Even then one could rely on his Rav's Eruv Tavshilin if he forgot to make his own (see Beitzah 15a and Shulchan Aruch OC 527:7), and this of course works for Rosh Hashanah as well. (The only thing that does not work for Rosh Hashanah is making a conditional Eruv Tavshilin on the first day of Yom Tov, because, as you pointed out, we do not rule like Neharda'ei). Presumably, the problem for Rav Ashi was that he was the Rav of his town and he forgot to make one. (By the way, it does not have to be the Rav of the town who makes an Eruv for everyone. Anyone can do that. Accordingly, in some places, there are at least a few hundred backup Eruvim. Apparently, Rav Ashi did not want to assume that someone other than the Rav had made one for everyone.)
