Lfi the lishna basra that the chiyuv kosel is because hezek riya shmei hezek, why is the tashlumim in regards to this damage to build a wall?
That is, there is hezek being done. So whenevere there is hezek, we have two opinions how the damage is compensated: man d'amar tashlumei damim and man d'amar tashlumei dina.
The Mishna's requirement to build a kosel means they are poskening lfi man d'amar tashlumei mida. Therefore, my question is what is it about hezek riya which necessitates tashlumim to be lfi mida?

The question is not how to do Tashlumim for damage. If you say Shmei Hezek, then one is not allowed to cause damage in the first place, and the only option is to build a wall to prevent damage and then the problem does not begin (not because of compensation).
