When they would move the Aron out to the middle of the public square, it was only done during the week, but was moved back inside for Shabbos, right? I thought the halacha was that when the Aron was moved, the Torah needed to be used 3 times before it could be moved again, so how could they move it outside for only Monday / Thursday?

Hello there and thanks for your question. The issue is not to move a Sefer Torah for the convenience of an individual, thus when a Sefer Torah is moved to another location without a justified cause it must be done in a respectful manner. This does not apply in our case where the movement of the Sefer Torah outside has a justified reason.
