In the Mishnah:
If the Poor use even their Maser Sheni monies to buy many Shelomims for their many dependents,
And the rich use their money to buy many Olos,
Who will rejoice the Levi, the Ger, the orphan, and the widow in your cities?!

There was literally tons of meat of Korbanos available for any needy people. This is because everyone brought Korbanos, even single people over Bar Mitzvah. Many people could not finish eating an entire lamb or ox by themselves! Accordingly, many people brought Korbanos and had leftovers. Even the people who had many family members had leftovers, just as many households have leftovers from Yom Tov meals. In this case, however, they could not be leftover for very long, as otherwise the meat would become Nosar, and therefore the poor were always invited to join in eating these Korbanos.
All the best,
