Abbaye says that if a kohen marries a psul such as an almana and has biah with her he gets 2 sets of malkot, 1 for lo yikach and 1 for lo yechalel. Rava says if he marries her but doesn't have relations with her he doesn't get malkus because they go together, lo yikach and lo yechalel. What if he marries her by means of biah? Would he get malkus? 1 set or 2?
The Rambam (Hilchos Isurei Bi'ah 17:2) writes that one is not Chayav for a Bi'ah Derech Zenus. We see that for a Bi'ah of Kidushin one is Chayav (2 sets). The Achronim (Sefer ha'Miknah and others) write that the main Isur is Kidushei Bi'ah.
