The translation for "Eimah Yeseirah" as meaning "scares his family to death" is your translation, not what the words mean. The words literally mean "extra fear." This means that he caused a slightly greater level of fear than what is acceptable, probably in order to promote Yir'as Shamayim (as we always judge Tzadikim favorably), and unfortunately miscalculated. If someone does this and is a Tzadik in every other way, he is most certainly a Tzadik.
