What is the din of linah on shavuos. Rashi on Sukka 47b says there is a din linah. But where's the source?

Rashi is merely giving the simple explanation of the Gemara in Sukah (47b). The Gemara says that the obligation of Linah outlined in the verse, "And you will turn in the morning and you will go to your tent" is defined by the verse, "Six days you should eat Matzah." The Gemara goes on to say that this only excludes Pesach Sheini. If Shavuos or Shemini Atzeres would be excluded, they would certainly be mentioned before Pesach Sheini (especially Shavuos which has Tashlumin).
This is what Rashi is pointing out, in essence meaning that the source for Linah on Shavuos is the same source as the other Regalim, "And you will turn etc." This is also how Tosfos in Pesachim (95b, DH "Taun") understands the Sifri on this verse (as referring to all three Regalim).

Check the Rashash on that Rashi. It could be that Rashi is learning our lina on Shavuos from the fact that it has 6 days tashlumin, which in turn is being learnt out from the hekesh of chag hamatzos-chag hashavuos. Then there's a sevora that anything that has 6 days tashlumin, has lina.?
The nafke mina between Tosfos "ufanisa" and Rashi "kol shetaun" is if you never brought a korban.
? According to Tosfos, its all based on ufanise and thus you don't need lina.
According to Rashi however, either way you need lina because of the sevora.

When the Rashash says Shevuos is included since it requires 6 days Tashlumin, he is merely plugging this teaching back into our Gemara. Our Gemara said that the Chiyuv Linah is from "U'Fanisa" - "And you will turn," and that Chiyuv is applicable to things that require six days of Tashlumin as derived from Sheshes Yamim etc. When the Rashash explains that Shevuos is included from the fact that it has six days Tashlumin, he is merely saying that just as this definition from the Pasuk of "Sheshes Yamim" helps us understand that Pesach requires Linah from "U'Fanisa" and Pesach Sheini does not, so too it helps us understand that Shevuos is included in the Chiyuv Linah of "U'Fanisa." If the Rashash would mean a Hekesh is the source I believe he would have to mention that, as this would not be the simple understanding of the Rashash's comment on our Gemara, since it does not mention any Hekesh from Pesach to Shevuos.
Even if the Hekesh is the source, for argument's sake, it would be doubtful that this would create any differences of opinion, as the ultimate source is still "Ufanisa" and there is a Hekesh that merely moves that teaching regarding Pesach to be similarly applicable to Shevuos.
