According to the answer that you gave from the Ra'avad, in Insights to the Daf, the bow shpae city does not have its techum squared if the distance is grater than 4,000 amos. Is the Ra'avad implying that if the distance is less than 4,000 amos then the city's techum would be the sqaure of the city?

I assume that what you mean to say is that the city is counted as a square (not the city's T'chum).
The Ra'avad's answer pertains specifically to where the ends of the bow are more than four thousand Amos apart. When they are less, there is no problem, because Rav Huna himself then rules that we measure the two thousand Amos from the string, and not from the bow, which is the same as squaring the town.
