The Kollel replies:
The Rif and Rosh only comment on Gemaras that have practical connotations today (when there is no Beis ha'Mikdash). Therefore they have no commentaries on Seder Kodshim, or on Perakim that deal with the service in the Beis ha'Mikdash, such as this one (and such as Perakim 6-9 of Pesachim, etc.).
The Chafetz Chayim wrote an ersatz "Rif" on these Perakim, which he called Likutei Halachos.
