The Kollel replies:
The Gemara concludes that a convert requires Milah and Tevilah, as is heavily implied by the statement of Rav Chiya Bar Aba which the Gemara interprets to means that we Pasken like Rebbi Yosi, and the Shema Minah at the end of the Gemara. This is the conclusion of the Poskim (see Rambam Isurei Bi'ah 13:6, and clear implication of Shulchan Aruch YD 268).
