The Kollel replies:

The question is who is liable for the given Aveirah. The sender is not liable, but rather the Shali'ach is. Lifnei Iver is a separate Aveirah and a separate question. If the case fit the many conditions of Lifnei Iver (for example, the sender would have had to make it easier for the Shali'ach to transgress) then you are correct -- the sender would transgress that Aveirah.
