Why does the gemara have difficulty finding a situation where one can bathe with hot water? Why cant the gemara answer:
1) the water wasnt heated up so hot that you would need to cool it off?
2) the bathing was done on shabbos day when it cooled off sufficiently?

According to the Gemara, since adding water is forbidden in all situations, using warm water from before Shabbos cannot be permitted at all. Chazal would not permit it even if it is warmed only slightly, or after waiting for it to cool, since it is highly possible that the requirement would not be kept and the forbidden would happen.

I WILL REPHRASE THE QUESTION:

1) the water wasnt heated up so hot that you would need to have a chashash bishul when you attempt cool it off?
2) the bathing was done on shabbos day when it cooled off sufficiently and when you attempt to cool it off there would be no chashash bishul?
Let me rephrase the answer: Since the Gemara is against using warm water from Friday for a good reason, then your two suggestions would not be allowed. People are not capable to watch that it is hot and not watch that it not be too hot; people, who like as hot as possible, could easily heat too much and then add cold water to balance the temperature. To plan in advance "hot but not too hot" is not feasible. Similarly, you suggested to wait until it cools off during the day without adding water. How can a person know in advance when it will be ready, and is he willing to wait? Moreover, perhaps it will end up being too cold.
