problem, as the tzibur has to wait even longer for the koreh (here, the king) to resume reading after skipping?1. The Tosfos Yom Tov asks your question and brings a Yerushalmi that says that since they were going out from the Shemita year, they had to be reminded about Ma'aser (not like the P'shat of Rashi). However, it is possible that since Sukos is generally the time of Ma'aser, it is considered Inyana d'Yoma just as we read "Aser Te'aser" on Shemini Atzeres.
