We see on the mishna 4a that eidim zommemim can be required to pay money as their punishment. Does the money go to the nidon who they tried to make payout or does the money go to beis din?

The Rambam in Hilchos Eidus throughout chapter 21 states that the money Goes to the person whom the witnesses tried to make pay. That is the meaning of the term 'Tashlumin' used by Chazal. And besides, why should the money go to Beis-Din and not to Bedek ha'Bayis of the Beis-Hamikdash or to Tzedakah?
But above all, Eidim Zomemin teaches us that we do to the Eidim what they planned to do as if their testimony had succeeded - as if the person they testified against was killed, received Malkos or had paid - which means in the latter case, that they are obligated to pay him back.
