The Kollel replies:
Like all Shtaros, there must be a directive. However, as the Gemara states, if an act of Kinyan was performed, then a Shtar may be written without a directive, because "Stam Kinyan l'Kesivah Omed" -- a Kinyan is meant to be transcribed in a Shtar.
