The Kollel replies:
"Nochri" in this context means a person who is not a brother of the Yavam (and consequently his wife cannot become an "Eshes Ach" to the Yavam).
The word "Nochri" is commonly used in Yevamos in this context, see Mishnayos on Daf 30a.
