Yuma 24a asks on Levi: that "L'chol Davar Hamizbeach" is a klal and "Avodas Matana" is a prat. This klal u prat would limit death to a zar only if it is an avodas matana; thus excluding an avodas siluk such as Terumas Hadeshen- not like Levi.
Why does the gemara proceed to only answer this possibility and not then suggest another possibility or even in place of this altogether? Why doesn't the gemara suggest that "L'chol Davar Hamizbeach" is a klal and "V'Avaditem" is a prat. This would limit the death of a zar only if a complete, "avodah tama" is done and would be a question both on Rav and Levi. However, this would no longer make Termuas Hadeshen a question on Levi as there would be no prat for an avodas siluk, an act of removal?
It seems as if the gemara only considers "Avodas Matana" a prat while it considers "V'Avaditem" a general drasha. Why would that be the case?

I believe the answer is the Vav of "v'Avaditem." This implies that it is meant to qualify the definition of "l'Chol Dvar ha'Mizbeach" not to be a separate item such as a perat. This is especially true when another type of Avodah, "Avodas Matanah," is stated immediately afterward without a Vav.
