The Kollel replies:
The lament of Rabah is that his generation "does not favorably compare to" ("is not Domeh Yafeh") the previous generations in a spiritual sense. Therefore, even though the Gedolim of his time were indeed on a higher spiritual level than those of the prior generations, their Tefilos were not answered as quickly.
