what does it mean that the Jews "choose" to have the torah in hebrew? is it up to them?

The Kollel replies:

Dear Yaakov,

Perhaps "it was chosen" meaning "it became in use" is a better transalation. After Ezra, Aramaic ceased to be the main language of Torah learning, and Hebrew was used, together with Ashuris script. (The Maharsha learns that the Mal'ach who wrote on the wall used Aramaic, but Bnei Yisrael did not want to use that language and they continued with Hebrew.)
