The MAHARSHAL answers that they nevertheless had a little hair, because, as you write, otherwise they would have no Simanei Gadlus. See also CHIDUSHEI HA'RAN, who adds that even if they had no hair at all, they would still have Simanim from the grooves from which hairs normally grow.
