Why does Rabi Shimon Shezuri prohibit lest the guy does not know the halachot of Herev Shemesh, when the solution could be much more easy: teach him, the guy who is making tevilah, the hilchot of tevilah and that the utensil needs herev shemesh!! Also, according to the understanding of rabi shimon Shezuri, why only on bem hashemashot does we prohibit him to conclude the tevilah, even at 10 am, in the morning, the lack of knowledge of herev shemesh would be a reason to prohibit his tevilah!!

That's a nice idea, but impractical. Remember, we are not concerned with just one case, but a situation which can occur any number of times, and what is required is a Psak Halachah, not a suggestion of, "If you have time and are available, sit down with him and teach him the Halachos." So Rebbi Shimon Shezuri issued a Psak that applies across the board: If you see someone coming to Tovel a Kli during Bein ha'Shemashos, tell him that he may not do so.
