The last mishna says that someone who wants to be Machkim should learn Dinei Mamonos. Why does it leave this till the last Mishna, it should have said in the first Mishna to encourage us to take the whole Mesechta more seriously?

The main function of the Mishnah is to present in detail, the Halachos which the written Torah presents only briefly.
Concepts such as the one you mention are not generally part of the agenda, as you will see throughout Shas. It is therefore
perfectly in place to finish the Masechta on this note.
