My note to 163b says that where there is a one line space before the certification, one can cut off the text and signatures and insert a new text and forged signatures and rely on the certification to substantiate it. But why, given that we don't learn from the last line?

When there is only one line in the document, it is not the same as the last line of a multi-line document.
The "last line" is where we synopsize what was said above, being careful not to add any new clauses. When we are on the first time around, we are not yet on the "last line."
