On 135a, B' Shammai says Hatafat Dam Brit is required for a convert while B' Hillel says no. I am a bit confused a this is not the rule of today. Thanks.

Later in the Gemara, Rebbi Elazar ha'Kapar is quoted as having a different understanding of the argument between Beis Shamai and Beis Hillel. He says that they never argued on whether or not someone who was born with a Bris Milah needs Hatafas Dam Bris, but whether one does the Bris Milah of such a child on Shabbos.
The Ritva explains that just as Rebbi Elazar ha'Kapar understands that Beis Hillel and Beis Shamai agreed that a Jew born with a Bris Milah needs Hatafas Dam Bris, they similarly agreed that a convert who already has a Bris Milah needs Hatafas Dam Bris. This is the reason we can Pasken today that Hatafas Dam Bris is required, as you correctly observed. [The truth is that there are many other Gemaras and commentaries that discuss this Halachah at length. However, the comment of the Ritva answers how we are in accordance with the position of Beis Hillel.
