Does this below, mean, that on Yom Tov, we do not say, "It's assur on Shabbos, so let's make it assur on Yom Tov?"

Yes. I think you should put it this way:
Some say that if something is Asur mid'Rabanan on Shabbos, we ought to make it Asur on Yom-Tov as well. This will enforce the Shabbos, by preventing a person from allowing it to be done on Shabbos just because it is permitted on Yom Tov. The opinion cited above disagrees.
