(a) Who is the Rashbam exactly?
(b) Why is the Rashbam included in this Perek? I THOUGHT the Rashbam was included in places where Rashi did not comment, yet there seems to be both Rashi AND Rashbam on this perek.

(a) Rav Shmuel Ben Meir, son of Rashi's daughter. In his commentary on Arvei Pesachim, he often refers to Rashi's comments as "my grandfather comments"
(b) I have no good answer for that. The Rashbam already appears in the first print of the Shas (Venice 1522), so it was Bombergi's decision to include it. Apparently he happened to have the manuscript, so he printed it.
The question remains, why did the Rashbam write a Perush on this Perek more than any other Perek in Pesachim. I see that Sarei ha'Elef refers the reader to an article by Dineman on p. 259 of a collection of essays called "Tiferes Yisrael" (printed in Breslau, 1911, by Beren and Elbogen, in honor of Yisrael Halevy's 70th birthday). It might relate to your question, but the book is not available (in Otzar ha'Chochmah it stops at p. 211).
