The Kollel replies:

Rashi is saying that one can walk 30 (and not 40) Mil in 12 hours (from sunrise to sunset) plus one can walk and additional 5 Mil from dawn (Amud ha'Shachar) until sunrise, and an additional 5 Mil from sunset until nightfall (Tzeis ha'Kochachim). Thus, one can walk 40 Mil in 16 hours (the 12 hours from sunrise to sunset, plus 2 hours from dawn to sunrise, and 2 hours from sunset to nightfall), or one Mil in 24 minutes.
