Why does the gemara relate rules that appear to apply to a talmid chaham, what about someone not as religious but still a jew. (like myself)

The Torah is described as 'Temimah' - perfect/complete. It contains laws concerning, kings, judges, Kohanim Levi'im, the rich and the poor, and the list goes on.
Although I am not a king, I am not perturbed when I find laws and sayings (both in the written Torah and in the oral one) concerning kings. Why are you perturbed by laws pertaining to Talmidei-Chachamim?
