To begin with, the Medrash Rabah that you quoted cannot be taken literally (in view of the Rambam's principle [which we cite in the 'Ani Ma'amins'] - that the Torah will never be changed).
But even assuming that it is, the two issues are not comparable - seeing as Chazir nowadays is absolutely forbidden, whereas a world without war is preferable even today. In fact, what the Tana is saying that a sword cannot be considered an ornament, because war is a situation that we would prefer to dispense with - a proof from le'Asid Lavo, when there will be no wars. Consequently, even nowadays it cannot be considered an ornament.
