I don't understand what Rav Chisda means by a person is liable for both of them since each is fit as the mussaf he-goat performed outside in the courtyard. I don't understand the rule about inside of the Santuary and outside of the Santuary. It also mentions about mussaf. Also what does the concept "since" mean?

Dear David,

It is forbidden to slaughter a Korban outside the Temple courtyard. That is called "'Shechutai Chutz"(outside the courtyard) whose punishment is Kareis.

The two he-goats here are for the Sa'ir la'Azazel which is thrown off the cliff and the "inner Sa'ir", Sa'ir-Penim which is sprinkled inside the Sanctuary.

There is a another Sa'ir on Yom Kipur which is called the Sa'ir Chutz, which is part of the regular Musaf service like any other holiday. It is called Chutz because it's sprinkled outside the Sanctuary, although inside the courtyard.

Slaughtering either of the two twin goats outside the Sanctuary is forbidden "Shechutei Chutz" only "since" either could be brought as the Sair Chutz. If not, there would not be Kares since the animal sent off the cliff is not a regular sacrifice. (The sin is to offer "outside" the courtyard what should be brought "inside" the courtyard.) And the animal which could be chosen for the Se'ir Panim is also not liable because until the lottery is cast the sacrifice cannot be brought at all.

"Since" means that this sacrifice is considered within the Halachic boundary of the sin, since it could be used as a regular sacrifice.
