If you look at the Gemara in Kidushin 68a, you will see that many Tana'im disagree with Rebbi Shimon. Their Machlokes is based on how to explain a Pasuk in Yechezkel. According to some Rishonim, that Gemara is an Asmachta and the Machlokes is really whether the Chachamim issued a decree that all Nochriyos are considered Zonos or only those over the age of three.
